This paper describes a comparison on farmers’ participation in farmers’ organisations and attempts to explain why they prefer to carry out production and marketing activities by themselves. It also examines the implications of the findings for rural extension and related services. A total of 122 interviews were conducted with different categories of farmers and with the extension workers. The comparative analysis of two case studies (Cruz Alta and Pantano) showed that socio-economic characteristics were not very significant in determining the level of farmers’ participation in farmers’ organizations in Minas Gerais. The agrarian conditions and the low relative levels of the socioeconomic indicators cause the area of the “High Jequitinhonha Valley”, in the northeast of the State of Minas Gerais, to be considered one of the most complex areas of Brazil. For this reason several governanmental administrations have recommended rural development programs. Most of these efforts, however, have not produced adequate results. This article analyzes the relationships between public programs and family farming, making a survey of the methods and results of the last three decades. This paper analyzes the governmental and non-governmental initiatives to regulate the water offer in the municipality of Januária, located in the Upper and Mid São Francisco River semi-arid region in Minas Gerais state – Brazil. The study is based on the evaluation of the historic trajectory of public policies in that region dealing with the conceptions of survival and efforts against drought. Avaliou-se o uso sustentável da água na agricultura tendo como base um modelo pré-estabelecido e as crenças, atitudes e valores de extensionistas rurais. Com base na fala dos entrevistados e na literatura consultada, considerou-se como sistema sustentável a interação dos seguintes fatores: recuperação e conservação de nascentes, conservação e recuperação de matas de galeria/ciliares; uso de água na agricultura; manejo e conservação do solo e gestão de resíduos.
