A COMPARISON ON FARMERS’ PARTICIPATION IN FARMERS’ ORGANIZATIONS AND IMPLICATIONS FOR RURAL EXTENSION IN MINAS GERAIS AgEcon

This paper describes a comparison on farmers’ participation in farmers’ organisations and attempts to explain why they prefer to carry out production and marketing activities by themselves. It also examines the implications of the findings for rural extension and related services. A total of 122 interviews were conducted with different categories of farmers and with the extension workers. The comparative analysis of two case studies (Cruz Alta and Pantano) showed that socio-economic characteristics were not very significant in determining the level of farmers’ participation in farmers’ organizations in Minas Gerais. The agrarian conditions and the low relative levels of the socioeconomic indicators cause the area of the “High Jequitinhonha Valley”, in the northeast of the State of Minas Gerais, to be considered one of the most complex areas of Brazil. For this reason several governanmental administrations have recommended rural development programs. Most of these efforts, however, have not produced adequate results. This article analyzes the relationships between public programs and family farming, making a survey of the methods and results of the last three decades. This paper analyzes the governmental and non-governmental initiatives to regulate the water offer in the municipality of Januária, located in the Upper and Mid São Francisco River semi-arid region in Minas Gerais state – Brazil. The study is based on the evaluation of the historic trajectory of public policies in that region dealing with the conceptions of survival and efforts against drought. Avaliou-se o uso sustentável da água na agricultura tendo como base um modelo pré-estabelecido e as crenças, atitudes e valores de extensionistas rurais. Com base na fala dos entrevistados e na literatura consultada, considerou-se como sistema sustentável a interação dos seguintes fatores: recuperação e conservação de nascentes, conservação e recuperação de matas de galeria/ciliares; uso de água na agricultura; manejo e conservação do solo e gestão de resíduos. Agroforest systems (AFS) are agricultural techniques that combine woody arboreal species (fruit-bearing and/or wood producing) with agricultural production. This piece of work objectified the accomplishment of a study on the Agricultural Adminisration Program settled by the rural extension service in the states of Santa Catarina and Rio Grande do Sul, based on the benefitted family agriculturists’ point of view. Its accomplishment was made possible by a theorical-methodological approach with a qualitative character. Its especifically intended to evaluate the Program’s meaning to the agriculturists, as well as the factors which limited their adopting it. The study is justified by the fact that the agriculturists’ perception constitutes an essencial tool in understanding the reasons for their adopting or not a Program of such nature.

The article analyzes and discusses the privatization of the rural extension services according to international literature. To start with, the subject is set in the horizon of the debate of the so called State Reform, which determined the agenda for the development since the 1980’s. Next, we show how the subject has been treated so far having the economic theory as background and we examine experiments of privatization at international level. This article evaluates the contribution of agricultural extension in the development of agricultural activity and in improving the quality of life of farmers in the district of Boane. The research is supported by a quantitative and qualitative approach. Interviews and questionnaires were the instruments used for data collection. The results show that agricultural activity is carried out by farmers mostly in the family sector. It was also found that the dissemination of agricultural technology is done using mass, group and individual methods, with the group being the most used. In order to design and implement public policies in the context of rural development, information tends to be gathered about family farming in different Latin American countries. In contrast, scarce attention has been given to the description of rural extensionists, who are the ones supporting family farming in the field. A cross-sectional investigation was conducted between 2010 and 2012 including surveys to rural extensions working in 10 different Latin American countries, this allowing for a preliminary description of the socio-demographic profile of the respondents.
